Canada and the United States are facing challenges in reaching a tariff agreement before U.S. President Donald Trump’s upcoming deadline. Sources familiar with the trade negotiations revealed that the latest U.S. proposal, presented on Tuesday, fell short of Canadian expectations in reducing sectoral tariffs. The ongoing discussions aim to prevent the imposition of a 50 percent levy on numerous Canadian goods, in addition to existing tariffs.
Both sides have been engaged in intense back-and-forth exchanges in recent weeks to secure a mutually acceptable deal before the looming deadline of August 19. The U.S. is pushing for preferential access to Canadian critical minerals, emphasizing security and energy concerns as part of the negotiations.
Trade Minister Dominic LeBlanc has been actively involved in meetings with U.S. Trade Representative Jamieson Greer in Washington in a bid to find common ground. The Canadian delegation has stressed to their American counterparts that the implementation of the August 19 tariffs would significantly dampen the willingness of Canadians to continue talks.
Daily meetings have been scheduled between the two sides leading up to the critical deadline to explore potential solutions. Despite the efforts, the latest U.S. trade offer has left Canada dissatisfied, with hopes for relief from existing U.S. tariffs on Canadian steel, aluminum, lumber, and automobiles.
Furthermore, Canada is seeking to renew the Canada-U.S.-Mexico Agreement (CUSMA), following the Trump administration’s recent decision not to extend the deal beyond 2036. The U.S. has cited various trade grievances, including Canada’s response to U.S. trade policies and alleged discriminatory practices affecting U.S. alcohol, motor vehicles, and dairy products.
Conservative Leader Pierre Poilievre has urged for a robust stance in the negotiations, emphasizing the need for zero tariffs on softwood lumber, an end to sectoral tariffs on steel and aluminum, a tariff-free auto pact, and full exemption from Buy America rules. Industry sources suggest that Canada is considering concessions, such as lifting alcohol bans, in exchange for tariff relief.
