Prime Minister Mark Carney is scheduled to visit St. John’s on Monday to engage in discussions with Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette regarding an upcoming announcement related to energy security and economic development.
Recent talks surrounding a potential new agreement on Churchill Falls energy have gained momentum. Quebec’s Energy Minister Bernard Drainville, along with Hydro-Québec’s president and CEO Claudine Bouchard, will be joining Fréchette in Newfoundland for the signing of the agreement.
Hydro-Québec announced a closed-door briefing on Monday at 11 a.m. for an announcement concerning Quebec’s energy security. The briefing will involve Hydro-Québec’s executive vice-president of energy and regulatory strategy, Dave Rhéaume.
Simultaneously, there will be a media technical briefing in Ottawa at 10:30 a.m. from Natural Resources Canada. The main announcement is scheduled for 1:45 p.m. in St. John’s, with the surprise addition of Prime Minister Carney.
Sources with insider knowledge, not allowed to speak publicly, have confirmed key details of the new agreement. Newfoundland and Labrador will have guaranteed access to transmit 985 megawatts through Quebec for external markets. Additionally, both provinces will see a substantial increase in electricity allocation compared to the previous memorandum of understanding, with Quebec potentially receiving around 10,000 megawatts and Newfoundland and Labrador obtaining 2,350 to 3,000 megawatts.
To achieve the enhanced electricity production, the agreement involves the development of a more powerful hydroelectric facility at Gull Island and the expansion of generating capacity at the Churchill Falls plant. Notably, the new deal will also incorporate wind power, a component absent in the previous 2024 MOU.
